Tool Lending Library

The Energy and Sustainability Division (ESD) Tool Lending Library (TLL) is a unique program that loans building measurement and diagnostic equipment free of charge to qualified Sonoma County professionals working on short term energy efficiency and demand reduction projects. ESD staff is available to provide advice and application notes for tools in the TLL.

The TLL was made possible through a partnership with the Sonoma County Human Services Department and funding was provided through a grant from the California Clean Energy Workforce Training Program for development of services to identify and train for employment opportunities in green energy occupations.

How to Become a Borrower

  1. Submit a completed Borrower Application and be assigned a Borrower Number. 
  2. Provide proof of General Business Liability Insurance 
  3. Meet minimum certification requirements. 

These requirements are meant to ensure that the tools borrowed from the TLL are used in a safe and effective way.

Borrowers need to either have full certification or proof that they are in the process of obtaining certification from one of the approved agencies listed in the TLL Policy. For example, a borrower may have completed and passed their written test for one of the agencies and they have to complete and pass their field test in order to become fully certified. In this instance, a copy of their test results or a letter from the agency will be acceptable. However, they must have proof of current commercial general liability insurance.

Our Tools

The TLL includes equipment for both residential and commercial projects.

There are over 100 tools in the TLL. Examples include equipment for home performance testing including blower door and duct testing equipment, shading and solar site analysis, hand-held meters and data loggers for measuring temperature and humidity, lighting, power and energy, combustion efficiency and air flow.

How to Check Out Tools

Requests are made by sending a completed Tool Request Form via email to GSenergy@sonoma-county.org.

TLL staff respond to an online tool request by email within one business day with information regarding tool availability and to get more information about the project if needed. After the borrower confirms the loan, it takes one or more days (depending on the size of the loan) to prepare the instruments and make them available for pick up at 2300 County Center Drive, Suite A105 in Santa Rosa. Hours of Operation: Monday through Friday, 8:00 a.m. to 4:00 p.m.

Some instruments are few in number and may have waiting lists established. Be sure to confirm availability with us before making any project commitments that require tools from the Tool Lending Library.
